  In order to prevent some places from indiscriminately implementing centralized shutdown during the period of supervision and stationing, and to affect the normal production and life of the people, the Ministry of Ecology and Environment has specially studied and formulated the Opinion on Prohibiting Environmental Protection "One-size-fits-all" (hereinafter referred to as "Opinion"). The main points of view are as follows:
  Strictly prohibit perfunctory measures such as "all closures" and "stop before you say".
  We will resolutely avoid simple and crude acts such as centralized shutdown and shutdown.
  No one-size-fits-all behavior of environmental protection is allowed, no one can say one thing or do one thing, no one can pass by, no one can cope perfunctorily, no one can not be ordered or prohibited.
  We should strengthen the investigation and punishment of "one-size-fits-all" environmental protection issues, find and deal with them together, and hold them seriously accountable.
  Those who have legal procedures and meet the requirements of environmental protection shall not take remedial measures for centralized shutdown of construction, production and business operations; those who have legal procedures but fail to meet the requirements of environmental protection shall adopt targeted remedial measures in accordance with specific problems;
  The units and personnel directly responsible for the investigation and rectification work should be given sufficient time, and it is forbidden to add codes at different levels to avoid step-by-step acceleration.
  Qualitative analysis: the "one-size-fits-all" shutdown is formalism and bureaucracy
  The Ministry of Ecology and Environment has issued special documents on the "one size fits all" issue of environmental protection, which shows that its negative impact can not be underestimated.
"Opinion" points out that the Central Environmental Protection Supervision Group will take "one size fits all" environmental protection as a typical issue of formalism and bureaucracy in the field of ecological environment into the scope of supervision. If the problem is serious and has adverse effects, strict supervision and accountability shall be implemented.
  The Ministry of Ecology and Environment stressed that in the rectification work, feasible plans should be formulated, laws and regulations should be adhered to, policies should be strengthened, overall planning should be emphasized, and perfunctory measures such as "all closures" and "stop before you say" should be strictly prohibited, so as to resolutely avoid simple and crude acts such as centralized shutdowns and shutdowns.

When solving the problems of ecological environment reported by the masses, we should give sufficient time to the units and personnel directly responsible for the investigation and rectification work, prohibit adding codes at different levels and avoid increasing speed at different levels.
  Classified measures:
  For those who have legal procedures and meet the requirements of environmental protection, no centralized shutdown measures shall be taken; for those who have legal procedures but fail to meet the requirements of environmental protection, targeted rectification measures shall be taken in accordance with specific problems; for those who do not have legal procedures and fail to meet the requirements of environmental protection, serious rectification shall be taken according to law, especially for "scattered and dirty" enterprises. Businesses that need to stop production and rectify them must stop production resolutely.
  Accountability: Seriously investigate and deal with the "one size fits all" problem of environmental protection
  The Opinions require:
  Local Party committees and governments under supervision should, from the height of strengthening political and style construction, put forward specific and clear requirements on prohibiting "one size fits all" behavior of environmental protection and make it public to the society; respond to social concerns in a timely manner; strengthen the investigation and punishment of "one size fits all" issues of environmental protection, find out that they should be investigated and punished together, hold them seriously accountable and never tolerate them.
  Li Ganjie, Minister of Ecological Environment, pointed out that:
  From the very beginning, we firmly opposed the "one size fits all" closure; we firmly opposed the "one size fits all" closure; we not only corrected the deviation in time, but also timely accountability, found that together with strict investigation, said to do so. It is absolutely impermissible to allow such disorderly actions as "one size fits all" to damage the overall situation affecting the central environmental protection supervision.
