Response to the Work Program for Comprehensive Pollution Control of Stone Carving Industry in Huian County in 2016

  In order to do a good job in the pollution control of stone carving industry in our county, the stone carving processing enterprises should be centralized and standardized. According to the requirements of the 2016 Party and government Leadersresponsibility statement for ecological environment protection and the actual situation of our county, this work programme is formulated.
  I. Working objectives
  On the basis of the special treatment of stone dust, the comprehensive treatment of pollution in stone carving industry should be deepened with emphasis on dust control, waste water treatment, waste residue cleaning and combating illegal occupation. Stone carving enterprises located in environmentally sensitive areas such as villages, on both sides of main roads above county level, and drinking water source protection areas without environmental protection approval procedures shall be banned, and the site selection and construction of stone carving concentrated processing zones shall be promoted. We will accelerate the development and promotion of advanced clean technologies such as environmental dust removal equipment, muffling saw blades and CNC production equipment.
  II. Organizational Guarantee
  In order to strengthen the working contacts of various departments at all levels and ensure the smooth development of comprehensive pollution control in stone carving industry, it was decided to establish a joint working meeting system.
  III. MAIN WORKING TASKS
  (1) Planning and construction of stone carving and stone processing zones
  (2) Group of Enterprises for Classification and Regulation of Stone Carving and Stone Processing
  (3) Promoting the Promotion Group of Stone Carving Industry in an All-round Way
  IV. TIME ARRANGEMENT
  (1) Preparing the propaganda stage (before the end of September)
  1. Combining with the local reality, each town has set up a renovation leading group headed by the main leaders to formulate specific implementation plans. The list of leading groups and the specific implementation plan shall be submitted to the countys "stone dust" rectification office before September 20 (attached to the county environmental protection bureau, hereinafter referred to as "county rectification office").
  2. Each town should conduct a thorough investigation on stone carving enterprises in its jurisdiction and submit the relevant information to the countys renovation office in writing by September 30.
  3. Departments at all levels should make full use of television, websites, publicity trucks and other forms to publicize the importance of environmental protection laws and regulations and stone carving renovation. Each town should hold a mobilization meeting for stone carving enterprises to convey the spirit of the countys renovation and do a good job in Ideological Education for owners of stone carving enterprises.
  (2) Classification and renovation stage (before the end of November)
  1. Business carding
  According to the preliminary investigation, each town sorted out the stone carving enterprises in its jurisdiction according to three types of renovation:
  (1) Types of rectification within a time limit. Conditional completion of the rectification should be completed within a time limit, and the standards for the completion of the rectification are as follows: wastewater recycling without outflow, factory closed production, centralized and standardized stacking of solid waste, and no complaints from the masses.
  (2) Close the banning type. Stone carving enterprises located on both sides of main roads at the village level and county level or in environmentally sensitive areas such as drinking water source protection areas have obvious complaints from the masses and no procedures for environmental protection examination and approval, which are listed as the objects of closure and prohibition.
  (3) Typical demonstration types. In principle, Chongwu, Shanxia and other towns should complete two or more typical demonstration enterprises to upgrade technology; Luocheng, Luoyang, Tuzhai, Huangtang, Dongling and other towns should complete one or more typical demonstration enterprises; other towns should determine the typical demonstration enterprises according to the actual situation.
  Each town should be sorted out according to three types, and the specific types of renovation and the list of enterprises shall be submitted to the county renovation office before September 30, 2016.
  2. Centralized renovation
  (1) Implementing rectification within a time limit. Before November 10, 2016, enterprises that are in a position to complete the rectification should be urged to complete the rectification. Those who fail to complete the rectification within the time limit shall be listed as objects of closure and prohibition and submitted to the county for rectification in time.
  (2) Implementing the closure ban. Before October 15, 2016, the relevant departments carried out the first batch of investigation and forensic work on the closure of proscribed objects, mainly including illegal land use, planning, security supervision, health, industry and commerce, taxation, environmental protection, road-occupying operation, special equipment and other illegal information, and reported the illegal information to the county rectification. Various law enforcement departments carry out investigation and punishment of relevant illegal acts according to law; before October 20, 2016, the county rectification office sorted out the closure of prohibited objects and submitted them to the county government for research and approval; before October 30, 2016, the county rectification office notified the Peoples Bank of China and the banking supervision department of incorporating enterprise environmental illegal information into the enterprise credit collection system of the Peoples Bank of China; before November 15, 2016, three supervisory groups were organized to conduct customs clearance. The object of closure shall take measures to stop power supply until closure is prohibited.
  (3) Promoting the upgrading of the industry. Before September 30, 2016, the list of demonstration enterprises for installing dust removal facilities was determined, and the demonstration stone carving enterprises were urged to install effective environmental protection dust removal facilities; before November 30, 2016, the typical demonstration enterprises were checked and accepted, and the financial subsidies were implemented.
  (3) Summary assessment stage (before the end of December)
  All functional units and the peoples governments of towns should seriously sum up the experience of this comprehensive renovation, dynamically manage the stone carving industry, establish a long-term management mechanism, and report the work to the county by December 10.
  The County rectification organization assesses the comprehensive rectification of stone carving pollution by township governments, including the construction of stone carving processing zones, the banning of illegal enterprises and the promotion of advanced environmental protection technologies. The results of the assessment are included in the assessment scope of the annual responsibility letter for ecological environment protection of Party and government leaders in towns.
  V. Safeguards
  (1) Strengthen information disclosure. Departments at all levels should publicize the relevant laws and regulations and the tasks and requirements of the rectification work by visiting enterprises, positive notification letters, Rural Telecommunications and cable TV, and issuing a letter to enterprises; expose the existing problems of enterprises, give full play to the guidance role of public opinion, and improve the management of pollution by the owners of enterprises.
